This is no longer necessary, it was only because of the tomli dependency in 3.10. We can now remove this line.

Linting under two different versions is no longer necessary, now we aren't using 3.10 - let's switch so we just run just lint once without specifying the Python version here.

Delete this matrix. Also I added python_version==3.11 in ruff and mypy config (without this lint checks may run at another python version)
